The year is 2555 and scientists have figured out a way to allow for human hibernation for periods of 45 to 50 years. All tests and human trials have been completed, and anyone who has a disease that is incurable, although most of the diseases are curable can now merely hibernate themselves until a cure is discovered. So far things are going pretty well. Whenever there is an economic depression, those who don't have jobs, or are worried about starving, or feeding their families, do you have the option of selling all of their goods, and belongings and going into hibernation for 30 or 40-years.
The global alliance, which whose predecessor was the United Nations, has made all hibernation facilities off-limits to attack as part of the Geneva 6 Convention, in fact they are underground now, just in case a rogue nation dictator or terrorist decides to blow one up. Currently there are 114 hibernation facilities in 30 countries, nearly half of the nations of the world after the re-alignment mergers of 2411. The concept of sleeping away a decade of war, economic depression, or removing oneself from civil unrest, a collapsing nation, or terminal disease was originally discovered by Milton Winfield IX and his great-great-grandson Milford Winfield VI working together in 2322.
In fact, both men and their wives have hibernated twice themselves, each time for 50 years. Living proof that it not only works perfectly, without repercussions, but both men have 190% of their mental acuity, whereas the rest of the population on average only has 138% of their mental acuity (average), measured from the previous highest point in their lifetime. Unfortunately, there is a bit of a problem now. Too many people are going into hibernation, and signing up to check out and to check back in at a later date.
This has caused the supply chain to nearly collapsed, as there are not enough qualified workers in the workforce, as many of the scientists, and most intelligent people have gotten tired of the direction the world government is moving. In previous periods people have voted with their global currency units when a government was moving in the wrong direction by investing in foreign markets. Now they vote by refusing to participate, and going into hibernation.
The world government now wishes to make a law disallowing the top scientists, and those involved in specific jobs required for running the human race and the infrastructure from going into hibernation if it is against the best interests of the global community - therefore, refusing to give hibernation tickets to some individuals. This is starting to cause fewer people to go into professions to run the systems required to keep humanity going. Everything is on the verge of chaos.
